Monitoring, Evaluation & Accountability
Monitoring, Evaluation, Accountability, and Learning (MEAL) Capacity : Fondation Saint Dominique Savio (FSDS) maintains an integrated Monitoring and Evaluation (M&E) system aligned with UNICEF PPP and Rwanda CPD outcome areas, including quality education, child protection, social inclusion, youth development, and climate-resilient social services. FSDS employs a results-based approach, using logical frameworks and theories of change to define outputs, outcomes, and indicators. Programme design is informed by needs assessments, baseline studies, and community consultations, ensuring alignment with CPD priorities and equity-focused targeting, including gender and vulnerability considerations.
Routine Monitoring & Data Management : FSDS implements field-based monitoring tools (activity trackers, supervision checklists, attendance registers, and narrative reports) to track outputs, service quality, and beneficiary reach. Data is disaggregated by age, gender, and location, supporting equity and inclusion goals. Ethical standards, child safeguarding, and PSEA compliance guide all data collection. Data quality is assured through supervisory review, spot checks, and validation meetings. Reports are used for adaptive management, enabling timely adjustments in programme implementation and resource allocation.
Evaluation & Learning : FSDS conducts mid-term and end-line evaluations, using both internal and external reviewers where required, to assess relevance, effectiveness, and sustainability. Learning from monitoring and evaluation is documented and incorporated into programme refinement, fostering continuous improvement and results-based accountability to UNICEF, communities, and beneficiaries.
Accountability to Affected Populations (AAP) : FSDS integrates AAP through participatory feedback mechanisms, community consultations, and beneficiary engagement throughout the project cycle. Feedback informs programme adjustments and strengthens responsiveness to local needs, consistent with CPD priorities on child protection, social inclusion, and equitable service delivery.
Capacity Strengthening Plan : To further align with UNICEF Rwanda CPD and HACT assurance requirements, FSDS plans to :
Enhance digital data management, including dashboards for real-time monitoring and reporting.
Strengthen indicator tracking and reporting tools, particularly for outcome-level results.
Conduct targeted staff capacity building in evaluation design, data analysis, and equity-focused M&E.
Expand community feedback and accountability mechanisms, formalizing AAP channels to capture child and caregiver perspectives more systematically.

Beneficiary Feedback and Accountability Systems : Fondation Saint Dominique Savio (FSDS) places strong emphasis on Accountability to Affected Populations (AAP), recognizing beneficiaries as active stakeholders whose voices and experiences are central to improving programme relevance, quality, equity, and sustainability. FSDS integrates feedback mechanisms across all stages of the programme cycle—including project design, implementation, monitoring, and evaluation—ensuring that children, youth, caregivers, and vulnerable populations can safely and meaningfully contribute to project decisions.
Feedback Mechanisms and Procedures : FSDS maintains structured feedback systems embedded within its Monitoring and Evaluation (M&E), safeguarding, and quality assurance frameworks, aligned with UNICEF AAP principles, the Core Humanitarian Standard (CHS), and Results-Based Management (RBM). Mechanisms are designed to be context-appropriate, culturally sensitive, inclusive, and accessible, enabling two-way communication between communities and FSDS programme teams.
Community Meetings : Regular meetings at village, sector, school, or project site levels are the primary platform for feedback. Conducted in collaboration with local leaders, parent groups, and community committees, these meetings provide updates on project objectives, planned activities, and progress. Beneficiaries are encouraged to raise concerns, provide suggestions, and share experiences, while separate sessions are held for specific groups such as women, youth, or caregivers to ensure all voices are heard. Feedback is documented using standardized templates and reviewed by project teams for follow-up and corrective action.
Beneficiary Satisfaction Surveys : FSDS conducts periodic surveys to collect structured quantitative and qualitative feedback on service quality, relevance, accessibility, timeliness, and effectiveness. Surveys assess satisfaction with programme delivery and staff interactions, complementing insights from community meetings to provide a comprehensive understanding of programme performance.
Ethics, Safeguarding, and Confidentiality : All feedback mechanisms adhere to ethical standards, including informed consent, confidentiality, child safeguarding, and Protection from Sexual Exploitation and Abuse (PSEA). Staff and volunteers are trained to ensure that beneficiaries can share feedback without fear of retaliation, discrimination, or exclusion from services. Mechanisms are tailored to literacy levels, power dynamics, and language preferences to ensure inclusive participation.
Integration with Programme Management : Feedback collected is systematically analyzed and incorporated into programme decision-making, monitoring, and adaptive management. Findings inform adjustments in service delivery, targeting, resource allocation, and programme strategy, ensuring programmes remain responsive, equitable, and aligned with UNICEF Rwanda CPD priorities in education, child protection, social inclusion, youth development, and climate-resilient services.
Continuous Improvement : FSDS documents lessons learned from feedback processes and uses them to strengthen programme design, enhance staff capacity, and improve the quality and sustainability of interventions.
